Who actually buys

For purchases under roughly $50,000, the lab manager or core facility director handles vendors, compares quotes, and places the order. The PI approves the choice and rarely makes it. A sequence to lab managers gets read. A sequence to PIs with no context gets deleted, and a PI who is annoyed tells the lab manager not to buy from you.

What the first line has to contain

The lab's most recent paper and the model, assay, or service it implies. Not your company name, not your years in business. A lab that just published a conditional knockout phenotype is either going to need the next allele or a colony, and a first line that says so gets a reply. Building that list takes primary data, publications and grants rather than a purchased contact file, and it is the work most vendors skip because it is slow.

When to send

Outreach converts in the months after grant notices go out, when the money is real and the timeline is short. Send in the dead months and you are asking a lab to plan a purchase it cannot fund yet. Coordinate three channels over two to three weeks: email, a LinkedIn touch, and a phone call to the ones who opened twice.
